Bill IshiiCarlsbad native. Graduate of CHS, CSULB with degrees in Marketing and Finance. Small business owner. Professional experience in semiconductor microelectronics industry. Extensive experience with high-tech and community oriented non-profits. Serving and served on various professional societies’ board positions focused on domestic and international activities related to semiconductor microelectronics industry.



Diane O'Connell, Director

Diane O'ConnellDiane, a long time Carlsbad resident, is an accomplished artist and is very active in COAL. As a member of Carlsbad Junior Women's Club she assisted in judging and awarding scholarships to Carlsbad High School art students. While her daughters attended Kelly Elementary School, she participated in the Great Master's Program in which she went into classrooms and taught about the classic artists such as Van Gogh. As a co-chairman of the annual Children's Art Show at COAL Gallery, 2013-2015, she oversaw the judging of art submitted by preschool through eighth grade artists. In 2015 she exhibited her art in our sister city Karlovy Vary, an exchange sponsored by CSCA. Learn more about her work at

Rich PaulsenCSCA webmaster, creator of promotional materials, graduate of CSULA in Math. Technologist at Avery Dennison, process engineer at Ricoh Electronics, graphic artist with PennySaver and freelance graphic artist.



Tom Hersant, President

Tom HersantPast member Carlsbad Sister City Committee, Founding Director and chair of CSCA. Retired from career as public administrator with State of California, Regional Manager for Child Care Licensing for San Diego and Imperial counties, similar position of residential care facilities for dependent adults and children, and State Personnel Board. He is a KPBS reader and recorder of books; and actor with several local theater groups including the CSCA plays at Schulman.




Jacquie Thye, Secretary

Jacquie ThyePast chair Carlsbad Sister City Committee, Founding Director and past chair CSCA, served on SoCal Board of SCI, graduated U Oregon in Far Eastern Studies. Assistant. Director Japan-America Society, assistant to San Diego-Baja California Consular Corps (40 countries), Hon. Consul of New Zealand and San Diego-New Zealand Business Association. Traveled in Japan, China, Macao, Europe, Africa, Caribbean, Mexico, Canada and Central America;. Began Japan-in-a-Suitcase program, curated Carlsbad-Karlovy Vary high school photography exhibition, hosted students from Japan, Germany and France. Award-winning photographer, served in League of Women Voters, Welcome Wagon and AAUW, Toastmasters, real estate broker in Oregon, member of Portland Homebuilders Association.



John Chavez, Director

Harriet NorrisJohn is a lifelong Carlsbad resident. He attended Jefferson Elementary, Pine School, Valley Jr. High and Carlsbad High School. He was graduated from Cal State Fullerton with a degree in communications and later received an MBA from the University of La Verne. Joe is married with three daughters and is a Managing Director at Nationwide Retirement Services. He is also on the Mission Committee for Rancho Del Rey Church where he's involved with an orphanage, and Rancho Sordo Mundo, a private school for deaf children, both of which are in Baja, Mexico. Earlier, he was on the Board for Encuentros, a nonprofit with the mission of supporting young Latinos academically.
